Digital Investment Facility (DIF) Local Coordinator for Connectivity for Central Asia (C4CA) programme HAUS Finnish Institute of Public Management Ltd is procuring a Central Asia-based Local Coordinator to support the establishment and operation of the Digital Investment Facility (DIF) under the EU-funded Connectivity for Central Asia (C4CA) programme. The assignment is expected to start in Q4/2026 and last approximately 12 months, with a home-based duty station in Central Asia.
DIF is designed as an advisory facility that helps last-mile connectivity projects (rural mobile coverage, suburban fibre and satellite backhaul) move towards investment readiness and connects them with European and international financiers. The Local Coordinator will map and engage ministries, regulators, telecom operators and project promoters in Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan, identify candidate projects, support the submission of Expressions of Interest and carry out first-level eligibility screening. The coordinator will also support the selection and preparation of 2–3 pilot projects for tailored technical assistance, contribute to adapting the DIF model and a regional PPP concept to the Central Asian context, and support investor engagement, including roundtables.
Further details are provided in Annex 1 (ToR).,
